Asia Pacific Leaders Forum aims to bring together heads of state and government, ministers, local government leaders, civil society organisations, business, and development partners to share their experiences and best practices in the linkages between open government with inclusive development.

The Open Government Partnership (OGP) is a global, multi-stakeholder effort to make governments better. OGP aims to secure concrete commitments from governments to drive open government reform and innovation at the country level, in an effort to stretch countries beyond their current baseline in the areas of transparency, accountability, and citizen engagement. OGP formally launched on September 20, 2011, when eight founding governments - Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, United States - endorsed the Open Government Declaration, and announced their country action plans. Since then the partnership has grown to seventy five participating countries. As a multi-stakeholder initiative, civil society participation is enshrined in OGP’s foundational principles and management structures. Civil society plays an important role in managing the OGP through equal participation with governments on the Steering Committee, OGP’s executive management body. Moreover, governments are expected to actively collaborate with civil society on drafting and implementing country commitments as well as on reporting and monitoring efforts.

Hosted by the Government of Indonesia to support efforts to promote open government for inclusive development, Asia-Pacific Leaders Forum 2017 aims to gather key leaders from the region and beyond to share their experiences and best practices in promoting open government in their respective countries, cities, organizations, and businesses.

The theme of Asia-Pacific Leaders Forum 2017 is Open Government for Inclusive Development, where government leaders, ministers, local government leaders, civil society and business leaders, development leaders, and other thought leaders discuss the linkages between open and responsive government with inclusive development and to renew political commitment and regional leadership on the agendas.

Yes. We encourage anyone with interests in open government initiatives and related initiatives to apply. However, we will prioritize applicants with experience and/or prior engagement with Open Government Partnership or related initiatives.

Yes. We welcome participants from any country in the Asia-Pacific region and beyond to apply.


Yes, we will have simultaneous interpreter system available for Bahasa Indonesia-English interpretation.

All registration for APLF is accepted through To be able to register, you need to have an access key, which you can acquire by clicking the register button on the webpage. After receiving your access key, complete the registration form and the Open Government Indonesia team will get back to you. If you have been specifically invited to attend, you will have your access key already. Please proceed  by completing the registration form and our team will get back to you.

Once you submit your registration form, it cannot be edited. If you accidentally entered the wrong information on your registration, please send us an email and we will help to correct your information.

You will receive a confirmation letter after you completed the registration form, no later than 10 December 2017.

You can only add more participants by requesting additional access key(s) by emailing us at with details about your organization and the individuals you want to add into the list of participants. Please cite an explanation as to why there is a need for additional participants.

Yes. However, due to time and space limit we have for on site registration we do not recommend on site registration.

Please be advised that on site registration may close at any time after opening when seats are filled. If you wish to register on site, please arrive earlier.

Hotel Borobudur is strategically located in the center of Jakarta. We will not be providing any local transportation during the conference. However, local taxis are easily available at your convenience. Ride-hailing online applications such as Uber, Grab, and GoJek are massively popular in Jakarta as well. Please make sure that you have Indonesian Rupiah (IDR) for cash payment.

Travel time from the Soekarno-Hatta International Airport (CGK) to the hotel ranges from 60 to 90 minutes depending on the traffic. Travel time from the Halim Perdanakusuma Airport (HLP) to the hotel ranges from 40 to 70 minutes depending on the traffic.

Participants must bring their identification badge as it will serve as an entry access to the Forum. ID badge can be collected throughout Wednesday, 13 December 2017 from 9 am to 8 pm GMT+7, and the morning of the Forum on Thursday, 14 December 2017 from 7 am to 8 am GMT+7 at Hotel Borobudur Jakarta. Information on the accreditation site will be made available at the hotel upon entrance at the time of your arrival.

To obtain badge at the accreditation site, participants will be required to show their passport for foreign nationals residing outside Indonesia or national ID card (KTP/SIM/KITAS) for Indonesian nationals or foreign nationals residing in Indonesia, complete with the barcode you received after confirming your online registration.

Badge collection must be done in person. If you are unable to collect identification badge in person, you may authorize another person to collect it on your behalf as long as they can show the identification and barcode as required. Please notify the registration officer by email if someone else will collect your badge. In addition to participant identification, the person collecting any badge(s) on behalf of other participant(s) will also be required to present their identification.

Every participant is expected to dress formally in business attires or batik outfits that are appropriate for a high level political forum.

No. Only registered participants will be granted entry into the conference venue.

No, there is no registration fee to enter this forum. However, participants are responsible for their own travel and accommodation expenses.

Yes, each participant will be expected to cover their own travel expenses. The organizing committee can provide you with an invitation letter if you need one to apply for funding support from your organization or any other sponsor(s).

The Government of Indonesia along with Open Government Indonesia are working with multiple co-hosts in organizing APLF 2017. Funding is available for selected participants and speakers through session organizers. You will be contacted by your respective sponsor for further information on your travel arrangement and accommodation plan during your stay in Jakarta if you have received confirmation of funding support.
